From the streets to safety: How the Severe Weather Protocol helped Barry rebuild his life

When the weather turns dangerous, life on the streets can quickly become life-threatening.

That’s why the Severe Weather Emergency Protocol (SWEP) exists. When the temperature drops below freezing, or the Met Office issues an amber weather warning SWEP is about one thing, keeping people safe. It provides emergency accommodation for anyone sleeping rough during extreme weather, reducing the risk of harm or even death.

At Concrete, our teams play a vital role in this process. When SWEP is activated, our male 24/7 supported schemes open up additional spaces to bring people in off the streets. It’s about acting fast, giving people warmth, safety, and a chance to connect with support that could change their lives for good. That’s exactly what happened for customer Barry.

Over the summer, when an amber weather alert was issued for the extreme heat, one of our team members spotted Barry sitting outside a local supermarket. They quickly contacted the rough sleeper team, who arranged a space for him at VCH, one of our supported housing schemes.

What started as a temporary bed to get him through a dangerous heatwave became the start of something much bigger.

Three months on, Barry’s still at VCH, but now in his own apartment. When a vacancy opened up, the team supported him to move in permanently and begin rebuilding his life.

Barry’s been working closely with Lee, one of our Substance Use Support Workers, to manage his recovery and make healthier choices. The wider VCH team have also been helping him with emotional support, budgeting, and practical life skills to help him regain independence.

Barry says the support has been life-changing: “The team have helped me no end. I feel safer, supported, and more like myself again.”

How you can get help, or help this winter
As temperatures drop this winter, please act quickly if you see someone sleeping on the streets, or if you’re sleeping on the streets yourself.
